Burke, Garance. Associated Press. "White House Unveils Artificial Intelligence 'Bill of Rights'." Posted 4 October 2022. Published in various forms and under various titles, including for the front-page story above the fold in The Ventura Country Star for 5 October 2022, using the more exact title, "White House unveils AI plan: Call to action for US government to safeguard digital and civil rights." On line as of late October 2022 at the US News website at link noted here.[1]

Subtitle on US News website: "The Biden administration has unveiled a set of far-reaching goals aimed at averting harms caused by the rise of artificial intelligence systems, including guidelines for how to protect people’s personal data and limit surveillance. ¶ By Associated Press". Lede in VC Star opens, "The Biden administration unveiled a set of far-reaching goals Tuesday to align artificial intelligence-powered tools with what it called the values of Democracy [sic on "D"] and equity [...]."

Originally thought to be relevant for the Wiki as the top story for a local newspaper like the Star but of interest also for what we hope was the flippant but intentional ambiguity by the US News posters of an AI "Bill of Rights," which in an SF context could refer to rights for AI. Here, of course, it's rights of human Americans confronted with increasing use of AI in ways that could violate human rights to privacy, in terms of their data and to avoid most forms of surveillance. "The Blueprint for an AI Bill of Rights notably does not set out specific enforcement actions, but instead is intended as a White House call to action for the U.S. government to safeguard digital and civil rights in an AI-fueled world, officials said."

See for motif of surveillance in We, Nineteen Eighty-Four, THE CIRCLE (film) and novel, and numerous others. Note complexity of the State here trying, a bit, to protect people from invasions of privacy (or, a cynic might argue, Big Brother trying to have more control over surveillance, limiting that of the numerous "Little Brothers").
